The Cabinet Office, which oversees the honours process, has told Whitehall departments submitting nominations to ensure that their lists include more female and non-white candidates.

The instruction was disclosed in a letter seen by The Sunday Telegraph in which Hayley Harris, the Deputy Honours Secretary at the Department for Communities and Local Government, demanded that more than half of all local government candidates put forward for next year's Queen's Birthday Honours must be women.

In her letter, sent to John Ransford, the chief executive of the Local Government Association, Mrs Harris also made clear that there should be more candidates from two specific ethnic groups, "Black African" and "Chinese", which had allegedly been "under represented" in the past.

Britain builds prison in Nigeria

Hundreds of Nigerian prisoners in the UK could be sent home to serve the remainder of their terms in a jail built and paid for by British taxpayers, it emerged today.

The Government is negotiating with the West African country over an agreement to transfer many of the 400 Nigerian prisoners currently in jail here back home, a senior immigration official said.

The direct investment - likely to be around £3 million - is needed because conditions in existing Nigerian prisons are so poor that prisoners could oppose their deportation on human rights grounds.

Medvedev Shows Off Sample Coin of New ‘World Currency’ at G-8

July 10 (Bloomberg) -- Russian President Dmitry Medvedev illustrated his call for a supranational currency to replace the dollar by pulling from his pocket a sample coin of a “united future world currency.”

“Here it is,” Medvedev told reporters today in L’Aquila, Italy, after a summit of the Group of Eight nations. “You can see it and touch it.”

The coin, which bears the words “unity in diversity,” was minted in Belgium and presented to the heads of G-8 delegations, Medvedev said.

The question of a supranational currency “concerns everyone now, even the mints,” Medvedev said. The test coin “means they’re getting ready. I think it’s a good sign that we understand how interdependent we are.”

Medvedev has repeatedly called for creating a mix of regional reserve currencies as part of the drive to address the global financial crisis, while questioning the U.S. dollar’s future as a global reserve currency. Russia’s proposals for the G-20 meeting in London in April included the creation of a supranational currency.

At every level our country and society is in crisis, yet the pernicious effect of political correctness and the climate of fear it has engendered ensures that the issue is hidden and minimised.

Wherever a majority white population suffers from mass immigration, colonisation and the fascistic imposition of multi-culturalism and political correctness - they flee.

Even the hypocrites who bang on in their music and in the media about the joys of diversity, like Billy Bragg and Pete Doherty, have voted with their feet and fled it. Bragg lives in the whitest part of the country in rich Dorset and Doherty lives in Wiltshire in a rented country mansion - and only ventures forth into enriched areas in order to restock on the drugs he buys from the enrichers in those areas.

At every level our once homogenous White nation and communities have become divided, terrorised by political correctness, cowed into silence and abused - and so we see a rise in the vote for the BNP, white flight from colonised schools, white flight from their colonised communities and white flight from Britain itself.

The effects of the racial terrorism that is political correctness is such that we can see a schizophrenic pathology is arising amongst the White British people.

Whilst most seem to be in denial, or so in fear that they will not speak out, they express their real opinions on multi-culturalism via mechanism other than speaking out.

Voting demographic figures for the BNP shows us that White Working Class people who are forced to live amongst their devastated colonised communities, and who cannot move away vote, for the BNP as a way to protest what is happening to them and their communities.

The fact that Middle Class people have options of either moving to new White areas, moving to White nations with limited non-white immigration and moving their kids to new schools with majority white pupils is a sign of the pathology of the Middle Class.

The fact that most rich people already live in virtually 100 % white areas and send their kids to majority white British public schools means they can go on TV and tell us how wonderful diversity is and then return to their gated estates and re-enter a 100 % white environment.

Every social class can be seen to be opposing multi-culturalism - yet each does so in a manner unique to their own economic position and social class.

Multi-culturalism is the greatest curse ever inflicted upon our nation.

A tiny elite of less than 10,000 academics, media bosses, free market capitalists, proffessional politicians, leftist radicals and liberal idiots are responsible for this curse placed upon our country.

Their treason in allowing and supporting mass immigration is the greatest crime in our countries history.

There will come a day when our society collapses as a result of multi-culturalism, and on that great day those guilty of that crime will feast on a banquet of conseqences.

Sooner or later a Tipping Point will be reached - when the White Working Class will rise up and the Middle Class who cannot flee the country realise that they cannot run and hide forever and the rich in those white enclaves in cities like London realise that they also cannot stem the tide anymore.

Police will be told not to charge Islamist extremists who are in the “grey area” of criminality in an attempt to stop them becoming radicalised further.

New guidance will instruct forces to avoid prosecution in cases where it is a borderline decision as to whether a suspect has committed a crime.

Examples could include allegations of incitement or the viewing of extremist material on the internet.

Government officials insisted there was no question of letting off those who committed clear offences. They said the policy would help ensure marginal offenders were diverted away from further extremism by keeping them out of the criminal justice system.

One concern is that those sent to jail risk being further radicalised by terrorist convicts. Officials also want to avoid alienating those facing court over minor allegations who could be persuaded away from extremism.

Critics who accuse the Government of excessively using its anti-terrorist powers are likely to welcome the strategy. A senior Whitehall official said it was being prepared as part of a drive to use persuasion rather than the criminal justice system to fight extremism.

“The aim is to stop people being dragged into extremism. We are not talking about letting someone off who has committed a clear offence, but there is a grey area where it is unclear if an offence has been committed,” he said.

“For instance, where there has been incitement or someone has been on the internet there can be a grey area where there is some discretion and it would be more sensible to avoid going down the criminal route.”

The guidance is being drawn up by the Government's policing counter-terrorism board and will be sent to major police forces, including the Met, later this year.

An updated Home Office counter-terrorism strategy earlier this year said preventative measures to win round potential extremists should be considered instead of arrest and prosecution. “We need to be able to provide support for individuals who are drawn into criminal activity,” the document said.

Councils, community groups and the Government's youth justice board will be asked to help identify those drawn into extremism or at risk. Staff in areas such as social services, health, housing and education will try to work with individuals to cut the likelihood of their becoming further radicalised.

The initiative builds on the Home Office's 2007 Channel Project, under which police, teachers and youth workers seek to identify children vulnerable to extremism.

How troop protesters would be affected

Today's new strategy will make it less likely that charges will be brought against Islamist radicals taking part in protests such as the anti-troop demonstration in Luton earlier this year.

There was public anger after a group of about 15 gathered at the 2nd Battalion, Royal Anglian Regiment's Iraq homecoming parade on 10 March. They carried placards calling the troops “butchers” and “animals”.

There were no arrests for incitement. An 18-year-old, who was opposed to the protest, was charged with racially-aggravated harassment — but police dropped the inquiry. Tarique Ghaffur, formerly Britain's most senior Muslim police officer, called for the demonstrators to be brought to justice and wrote to the chief constable of Bedfordshire to demand a “robust” investigation.

Under the new strategy they would be even less likely to face charges. Although officials insist those guilty of a clear offence — such as urging another to carry out a terrorist act — will be prosecuted, police will be asked to avoid action where the link between words and possible violent consequences is less certain.

They say dragging borderline offenders through the courts, and risking the possibility of them being jailed, could backfire by fuelling their extremism and by fostering resentment against Britain in their communities.

The government is to single out Nick Griffin and Andrew Brons, the British National party's two newly elected representatives in the European parliament, for special treatment, denying them some of the access and information afforded to all the other 70 UK MEPs.

Under new guidelines drafted in Whitehall and in the Foreign Office following the June elections to the European parliament, the two BNP leaders will be kept at arms' length from the kind of routine contacts and socialising that take place between British civil servants and MEPs in Brussels and Strasbourg.

When the new parliament convenes next week in Strasbourg, Glenys Kinnock, the new Europe minister, is to host a reception for all British MEPs. Only Griffin and Brons have not been invited.

"Officials will not engage in any other contact with elected representatives of any nationality who represent extremist or racist views, unless specific permission has been granted to do so on a particular occasion from the FCO permanent under-secretary and the minister for Europe," said a government spokesperson.

Following the European elections, the civil service and government officials considered a range of options for dealing with the BNP, from an inclusive non-discriminatory approach to total quarantine, effectively ostracising them. David Miliband, the foreign secretary, is said to have signed off a decision that would bar the BNP people from government and embassy events in Brussels, while providing the extremists with some policy information.
