We need Prison Systems, not a prison system.
There are four types of people in prisons ;
1) The wicked - eg evil people who chose to commit evil crimes and most of these should have been hung a long time ago thereby saving hundreds of millions of pounds a year
2) The feckless - those idiots that get drunk and do stupid things - they should be punished but humanely. They should be held in prisons and made to work as punishment, but also to allow them to be re-integrated into society.
3) The weak - those drunks, drug addicts, drug addicted prostitutes and the mentally ill. Also the 1 in 4 prisoners that are ex-soldiers suffering from PTSD etc. Most of these should be housed in mental hospitals and not prisons.
4) Proffessional crooks - those who chose crime as a career. These people deserve to go into prisons, but ones that use them as labour on work projects - so they pay society back for their crimes.
The reason why young people go from minor criminality to a career in crime is because of the failure of the state to intervene at the start of their offending with Corporal Punishment.
This is why we MUST bring back Corporal Punishment.
Corporal Punishment - the birch and the stocks - work.
They inflict pain and humiliation, which prohibits future offending and assists in the altruisation process of forcing criminals to understand the nature of the pain, distress, humiliaton and suffering they inflict on others.
Corporal Punishment should be used for the first three offences.
After committing three low level anti-social behaviour offences where the birch has been used then the individual goes straight into a prison designed to cater for
proffessional career criminals - where they are forced to work.
Those assessed with drug and alcohol issues must be placed on Compulsory Rehabilitation Programmes in prisons established to del with drunks and drug addicts - with weekly drugs monitoring when out of prison and they must be housed in prisons with regimes set up specifically for offenders with drugs or alcohol issues.
Those prisoners with mental health issues must go to special prisons for people with metal health issues.
The 'one size fits all' model of prisons is causing a social crisis.
The mentally ill in the prison system are getting sicker.
The criminals are corrupting the feckless and abusing the weak.
The people with drug and alcohol problems are not being treated.
The 1 in 4 ex-soldiers are not having any treatment for their mental health issues.
There needs to be different prison systems established, not just one.
One system finds and treats the mentally ill, one system the drug and drink problem people, the other treats ex-servicemen and the others are established for professional criminals and the feckless.
Each consists of different regimes for each different ste of people.
When they are arrested they are assessed as to the nature of their crime.
If it is a drug addict then they go straight into the system designed for drug addicts, with special prisons and special prison regimes.
Those who are gangsters committing crimes for money then they go straight into the criminal system.
This system also applies when they come out of prison - and consists of post-prison monitoring eg weekly drugs tests, rehab and day release, accomodation and treatment programmes etc etc if required.
The one size fits all model of prison is designed to profit only the corporate Prison-Industrial Block - it is not designed to discover peoples problems, treat them and release them back into society with support if required.
The death penalty is used to save money and remove from the system those who will never be released for the public safety and who cannot be treated.
They must be removed.
The feckless must be discouraged from future offending with corporal punishment.
The criminal is only discouraged from future offending via the death penalty.
Entering the Rehabiliation and Prison System is a last resort.
If they presist in drug addiction then they must be housed on special work camp prisons, where they work for their keep.
The proffessional criminal also knows that prison = hard graft and repaying society.
That means they work in prisons, on work details or in society on public work projects so the money they earn can support their families and victims.
Within a decade we will have halved the size of the prison system and cut offending by around 90 %.
Now that would be truly a landmark of a Nationalist Government.
Trust the Tories to analyse the problem, but then fail to discover the solution.

Ken Clarke risked grassroots fury today by ripping up the 17-year-old Tory policy that 'prison works'.
In an astonishing speech, the Justice Secretary said that 'warehousing' tens of thousands of convicts every year is 'ineffectual' - paving the way for a massive cut in record prison numbers.
Mr Clarke added: 'Just banging up more and more people for longer without actively seeking to change them is what you would expect of Victorian England.'

Tory backbenchers and party activists are likely to be livid at the decision - which will also enrage police who complain the justice system is already too soft on burglars, thieves and other offenders.
Mr Clarke had already suggested millions could be saved from the £2.2billion prisons budget by jailing fewer offenders.

But his comments today mark an ideological rather than simply a practical shift in Tory thinking on sentencing.
Critics will say he is moving closer to the Lib Dem idea of abolishing short prison terms - and allowing almost 60,000 offenders to avoid jail each year.
Mr Clarke rejected Labour claims that his approach was at odds with strong backing by Mr Cameron during the General Election campaign for short sentences for vandalism and disorder.
Tory leader David Cameron cited his mother's experience as a magistrate as he criticised the sentencing policy of Liberal Democrat leader Nick Clegg - now his coalition partner and Deputy PM - during one of the televised leaders' debates.
'When someone smashes up the bus stop, when someone repeatedly breaks the law, when someone is found fighting on a Friday or Saturday night, as a magistrate, you've got to have that power for a short prison sentence when you've tried the other remedies,' Mr Cameron said.
'I am not at direct odds with my leader. You do need short sentences for the kind of nuisance criminal who keeps being a recidivist,' Mr Clarke told the BBC Radio 4 Today programme.
Increased prisoner numbers had 'not done much about' problems such as vandalism and "loutish" behaviour though, he said.
Shadow justice secretary Jack Straw accused Mr Clarke of a return to the 'hand-wringing" approach to crime in existence before Mr Howard's regime.
'He (Howard) deserves credit for turning the tide, as does the opposition leader at that time, Tony Blair, who encapsulated the need for a balanced policy with his call to be 'tough on crime, tough on the causes of crime'.
'Now, though, in the crazy world of coalition government, Kenneth Clarke shows he has learnt nothing about fighting crime in the time since he was in charge of prisons 17 years ago,' Mr Straw wrote in today's Mail.
'Labour home secretaries since 1997, including me, sought to strengthen this approach. And it has made a big difference to the peace and tranquillity of local communities.
'A key factor in reducing crime has been the increased number of offenders sentenced to prison," he wrote.
'Does anyone seriously believe that crime would have come down and stayed down without these extra prison places?'
Mr Clarke told a London audience that he is 'amazed' that the prison population has doubled to 85,000 since he was Home Secretary in the early 1990s.
He added: 'It costs more to put someone in prison for a year than it does to send a boy to Eton - on average £38,000.
'The taxpayer is providing keep and accommodation - albeit in grossly overcrowded conditions - at expensive hotel prices for 85,000 people.' graphic
Prison governors and probation officers have already called for short sentences of a year or less to be scrapped, and replaced with community punishments.
This would put 8,500 more criminals on the streets just as police numbers are expected to fall - infuriating the public and potentially leading to a rise in crime.
But Mr Clarke told an audience at the Centre for Crime and Justice Studies that it is time to stop playing the 'numbers game', which measures success in terms of spending and how many prisoners are locked up.
He said: 'The consequence is that more and more offenders have been warehoused in outdated facilities, and we spend vast amounts of public money on prison.
'But no proper thought has been given to whether this is really the best and most effective way of protecting the public against crime.
'So I ask this: how do we actually go about improving the safety and protecting the property of honest citizens in the most cost-effective way?
'I do not doubt that certain forms of crime have fallen in recent years. But have they fallen because more people are in prison? Or because there was less temptation to live by crime during a period of economic boom?
'And do the public feel any safer as a result? I think not. Crime remains one of their top three concerns - up there with immigration and the economy.
'A great mass of grave academic and social research has produced arguments on both sides. There is no simple, conclusive answer. You cannot prove it either way. Prison is the necessary punishment for many offenders.
'But does ever more prison for ever more offenders always produce better results for the public? We have many more people in prison than many other countries with lower crime levels. We have one of the highest crime rates in Western Europe, and one of the highest prison populations.'
Mr Clarke's use of the language of the prison reform lobby - in particular the word 'warehousing' - is certain to raise eyebrows.
Mr Straw had set a target of 96,000 prison places by 2014. In opposition, the Tories pledged to exceed this by taking the total to more than 100,000 for the first time.

Iran Attack Soon ?
You will know when the attack is imminent as there will be changes in the stock market in regard to long and short trading patterns.
It will be soon, I anticipate as the jets are being shipped to Georgia and the bunker buster bombs being shipped to Israel.
The fact that bunker buster bombs will be used tells us that Israel's blackmail of Obama, that if the US does not help in the attack they will use nuclear weapons, has worked.
Obama has agreed to the attack with Israel and the UK.
So expect an attack involving Georgia and Britian via Diego Garcia.

It is supported by amphibious assault ships and up to 4,000 Navy and Marine Corps personnel, bringing the total US strength in these waters to three carriers and 10,000 combat personnel.
The USS Nassau (LHA-4) Amphibious Ready Group 24th Marine Expeditionary Unit, tasked with supporting the Bahrain-based 5th Fleet area of operations, is cruising around the Bab al-Mandeb Straits where the Gulf of Aden flows into the Red Sea. Its presence there accounts for Tehran announcing Sunday, June 27 that its "aid ship for Gaza" had been called off, for fear an American military boarding party would intercept the vessel and search it. This would be permissible under the latest UN sanctions punishing the Islamic Republic for its nuclear program.
The third US carrier group to reach waters around Iran consists of three vessels:
1. The USS Nassau Amphibious Assault ship is not just an enormous landing craft for the 3,000 Marines aboard; its decks carry 6 vertical take-off AV-HB Harrier attack plans; four AH-1W Super Cobra, twelve CH-46 Sea Knight and CH-53 Sea Stallion helicopters, as well choppers convertible to fast V-22 Osprey airplanes capable of landing in any conditions.
This vast warship has 1,400 cabinets for sleeping the entire Marine-24th Marine Expeditionary Unit aboard.
2. The amphibious transport dock ship USS Mesa Verde which carries 800 Marines equipped for instantaneous landing.
3. The amphibious dock landing ship USS Ashland which carries 400 Marines and 102 commandos trained for special operations behind enemy lines.
debkafile adds: The USS Ashland was the target of an al Qaeda Katyusha rocket attack in 2005 when it was docked in Jordan's Aqaba port next door to the Israeli port of Eilat. One of the rockets exploded in Eilat airport. The ship exited harbor in time to escape harm.
These new arrivals are a massive injection of naval, air and marine muscle to the strength Washington has deployed in the Persian Gulf-Red Sea-Indian Ocean arena in recent months. The USS Harry S. Truman Carrier Strike Group consisting of twelve warships is cruising in the Arabian Sea opposite Chah Bahar, the Iranian Revolutionary Guards biggest naval base not far from the Iranian-Pakistan border. It is there that most of Iran's special commando units are housed.
Also posted in the Arabian Sea, further to the west, is the USS Dwight D. Eisenhower Strike Group.

A map today reveals parts of Britain where more than half of jobs are held by workers who were born overseas.
The workforce in large parts of London is dominated by people born abroad – despite Labour’s repeated promises to deliver ‘British jobs for British workers’.
But foreign-born employees also have a strong foothold in other British towns and cities, from Slough and Reading to Manchester.
Campaigners said the focus of employers and Whitehall should be on finding jobs for the young Britons out of work in many of these areas.

And last night, immigration minister Damian Green said: ‘This shows why we need a limit on work visas as well as a better trained British workforce.
'British workers need to be able to benefit and take the jobs available.’
The most startling figures, based on information from the Office for National Statistics, relate to Newham – the East London borough hosting the 2012 Olympics.
Here, almost seven in every ten jobs are filled by workers who were not born in the UK – or 65,100 out of 93,700 posts. Many of the jobs are on the Olympic site itself.
The number of British-born people in Newham who are not in work is 25,600. This is a combination of the unemployed and those classed as ‘economically inactive’, such as students and the long-term sick.
There are six local authority areas where more than 50 per cent of the jobs are filled by migrant workers – and a further 18 where those born outside the UK take up more than one in every three jobs.
Outside London, the areas where the biggest proportion of jobs are taken by immigrants are Slough, Leicester, Luton, Reading, Cambridge, Manchester and Oxford.
Crawley, in West Sussex, and Elmbridge, in Surrey, are also at the top of the list.
Many overseas workers in places such as Slough and Reading are Eastern Europeans who do not need work permits.
Experts say this makes it more important for the Government to impose a strict cap on non-EU migrants in an attempt to bring the total number of foreign workers under control.
The coalition unveiled an interim cap this week, along with a plan to make employers provide non-EU migrants with private healthcare to ease pressure on the NHS.
The final level of the cap will be decided later this year.
Alp Mehmet, of MigrationWatch, said: ‘Where there are gaps in the UK labour market we should be filling them from the UK population.
‘There is a laxness and a looseness about the way people are allowed in. What we want is closer control.’
The area with the smallest proportion of foreign-born workers is Newark and Sherwood, in Nottinghamshire, at 1.5 per cent.
Under Labour more than 1.1million jobs – half the total created – were taken by non-EU immigrants requiring work permits, according to the independent House of Commons Library.

Britain 'might not cope with another bank emergency'

Britain's mountain of debt could leave the country powerless to launch another rescue bid in the wake of a fresh financial crisis, the world's central bankers warned yesterday. Their "club" - the Bank of International Settlements - presented in its annual report a frightening picture of the impact of a second banking emergency on heavily indebted nations such as Britain.
The Bank of England's Governor, Mervyn King, has estimated that the Government has pumped as much as £1trillion of taxpayers' money into the banking system. Billions of pounds were spent part-nationalising the Royal Bank of Scotland and Lloyds Banking Group, as well as fully nationalising Northern Rock, in an attempt to stave off collapse. Measures such as the "special liquidity" scheme propped up other lenders and prevented the system from freezing up.
But a BIS report warned yesterday that repeating these measures could be impossible. It said: "Events coming out of Greece highlight the possibility that highly indebted governments may not be able to act as a buyer of last resort to save banks in a crisis. That is, in late 2008 and early 2009, governments provided the backstop when banks began to fail. But if the debts of the government itself become unmarketable, any future bailout of the banking systemwould have to rely on external help." Central bankers fear Europe is running out of "external backstops" that could step in, other than the US and the International Monetary Fund. This has unnerved capital markets in the EU, prompting some sharp swings in the value of shares and other financial instruments in recent days.
The BIS has previously said that the ultimate calamity - payments systems freezing and cash machines running out of money - was only narrowly avoided when the US investment bank Lehman Brothers collapsed in 2008. A deeper economic slump was averted by nationalising other banks and making loans amounting to $10trn (£6,620bn).
But the BIS report implies that governments may not be able to repeat such a bailout in the event of a second crisis, which some commentators fear could be triggered by another economic shock.
Despite the warnings, the G20 nations significantly eased the pressure on banks this week by delaying the introduction of tougher rules on the amount of capital they must hold to deal with potential crises. The new regulations were planned for the end of this year but are not now due until 2012. Countries will also be given far more leeway inhow the rules must be applied. Critics say this amounts to a watering down of the reforms needed to stave off the sort of disaster the BIS fears.
The BIS alsowarned that the "fragility" of public and private balance sheets in the UK,France, Germany, Spain and the US "severely limits the scope for fiscal policy intervention if another bailout is needed". It added: "The side effects of the financial and macro-economic supportmeasures, combined with the unresolved vulnerabilities of the financial sector,threaten to short-circuit the recovery; the reforms necessary to improve the resilience of the financial system [have] yet to be completed."
In remarks that in effect back the German and UK governments' success at the G20 over deficit reduction, the BIS argued for "immediate, front-loaded fiscal consolidation", noting that "the time has come to ask when and how these powerful measures can be phased out".
The BIS also dropped the broadest hint yet from an international body that a Greek sovereign debt default was now an accepted fact. It said: "As the long history of sovereign debt crises has shown, when investors lose their confidence in a country's ability to service its debt and become unwilling to hold it, rescue packages, bailouts and even debt restructuring remain the only options."
The BIS added that the official projections for public debt, including Britain's, underestimated the extent of the additional pressure that ageing populations will place on welfare and health spending. The BIS suggested that, if corrective actionwere not taken, the ratio of the UK's debt to gross domestic product (GDP) would rise from 70 per cent of GDP to 450 per cent by 2040 - a burden that would become "unsustainable" long before that was reached.
The 56 members of theBIS also suggested that interest rates ought to rise sooner rather than later as they were "discouraging needed reductions in leverage [debt levels], thereby adding to the distortions in the financial system and creating problems elsewhere". "Direct support" to banks, via recapitalisation and loans, was "delaying vital post-crisis adjustment", the BIS added, saying: "despite the improvement to balance sheets, several factors raise doubts about the sustainability of bank profits".
In an overwhelmingly gloomy assessment of the state of the world, the BIS also points to the risks of emerging economies overheating, and the continuing weakness of the commercial real-estate market, also highlighted recently by the Bank of England.
But dismissing fears of a "double dip" recession, the BIS argued that any initial costs of fiscal tightening would be "outweighed by the persistent benefits of lower real interest rates, greater stability of the financial system and better prospects for economic growth".

Britain 'might not cope with another bank emergency'

Britain's mountain of debt could leave the country powerless to launch another rescue bid in the wake of a fresh financial crisis, the world's central bankers warned yesterday. Their "club" - the Bank of International Settlements - presented in its annual report a frightening picture of the impact of a second banking emergency on heavily indebted nations such as Britain.
The Bank of England's Governor, Mervyn King, has estimated that the Government has pumped as much as £1trillion of taxpayers' money into the banking system. Billions of pounds were spent part-nationalising the Royal Bank of Scotland and Lloyds Banking Group, as well as fully nationalising Northern Rock, in an attempt to stave off collapse. Measures such as the "special liquidity" scheme propped up other lenders and prevented the system from freezing up.
But a BIS report warned yesterday that repeating these measures could be impossible. It said: "Events coming out of Greece highlight the possibility that highly indebted governments may not be able to act as a buyer of last resort to save banks in a crisis. That is, in late 2008 and early 2009, governments provided the backstop when banks began to fail. But if the debts of the government itself become unmarketable, any future bailout of the banking systemwould have to rely on external help." Central bankers fear Europe is running out of "external backstops" that could step in, other than the US and the International Monetary Fund. This has unnerved capital markets in the EU, prompting some sharp swings in the value of shares and other financial instruments in recent days.
The BIS has previously said that the ultimate calamity - payments systems freezing and cash machines running out of money - was only narrowly avoided when the US investment bank Lehman Brothers collapsed in 2008. A deeper economic slump was averted by nationalising other banks and making loans amounting to $10trn (£6,620bn).
But the BIS report implies that governments may not be able to repeat such a bailout in the event of a second crisis, which some commentators fear could be triggered by another economic shock.
Despite the warnings, the G20 nations significantly eased the pressure on banks this week by delaying the introduction of tougher rules on the amount of capital they must hold to deal with potential crises. The new regulations were planned for the end of this year but are not now due until 2012. Countries will also be given far more leeway inhow the rules must be applied. Critics say this amounts to a watering down of the reforms needed to stave off the sort of disaster the BIS fears.
The BIS alsowarned that the "fragility" of public and private balance sheets in the UK,France, Germany, Spain and the US "severely limits the scope for fiscal policy intervention if another bailout is needed". It added: "The side effects of the financial and macro-economic supportmeasures, combined with the unresolved vulnerabilities of the financial sector,threaten to short-circuit the recovery; the reforms necessary to improve the resilience of the financial system [have] yet to be completed."
In remarks that in effect back the German and UK governments' success at the G20 over deficit reduction, the BIS argued for "immediate, front-loaded fiscal consolidation", noting that "the time has come to ask when and how these powerful measures can be phased out".
The BIS also dropped the broadest hint yet from an international body that a Greek sovereign debt default was now an accepted fact. It said: "As the long history of sovereign debt crises has shown, when investors lose their confidence in a country's ability to service its debt and become unwilling to hold it, rescue packages, bailouts and even debt restructuring remain the only options."
The BIS added that the official projections for public debt, including Britain's, underestimated the extent of the additional pressure that ageing populations will place on welfare and health spending. The BIS suggested that, if corrective actionwere not taken, the ratio of the UK's debt to gross domestic product (GDP) would rise from 70 per cent of GDP to 450 per cent by 2040 - a burden that would become "unsustainable" long before that was reached.
The 56 members of theBIS also suggested that interest rates ought to rise sooner rather than later as they were "discouraging needed reductions in leverage [debt levels], thereby adding to the distortions in the financial system and creating problems elsewhere". "Direct support" to banks, via recapitalisation and loans, was "delaying vital post-crisis adjustment", the BIS added, saying: "despite the improvement to balance sheets, several factors raise doubts about the sustainability of bank profits".
In an overwhelmingly gloomy assessment of the state of the world, the BIS also points to the risks of emerging economies overheating, and the continuing weakness of the commercial real-estate market, also highlighted recently by the Bank of England.
But dismissing fears of a "double dip" recession, the BIS argued that any initial costs of fiscal tightening would be "outweighed by the persistent benefits of lower real interest rates, greater stability of the financial system and better prospects for economic growth".

MANAMA: Israel is massing warplanes in the Caucasus for an attack on Iran, it was revealed yesterday.
Preparations are underway to launch the military attack from Azerbaijan and Georgia, reports our sister paper Akhbar Al Khaleej, quoting military sources.
Israel was, in fact, training pilots in Turkey to launch the strike and was smuggling planes into Georgia using Turkish airspace, they said.
However, Turkey was unaware of Israel's intention of transferring the planes to Georgia, the sources said.
The unexpected crisis between Israel and Turkey following an Israeli commando raid on an aid flotilla bound for Gaza Strip hit Israeli calculations.
Azerbaijan-based intelligence units, working under the cover of technicians, trainers and consultants, have helped with the preparations, the sources said.
Military equipment, mostly supplied by the US, was transported to a Georgian port via the Black Sea.
Georgian coastguard and Israeli controllers are co-operating to hide the operations from Russian vessels, said the sources.
They point out that according to Israel, it will not be in a position to launch a strike on Iran without using bases in Georgia and Azerbaijan due to the limited capabilities of its nuclear submarines stationed near the Iranian coast.
Meanwhile, Iran's Press TV reported that a very large contingent of US ground forces had massed in Azerbaijan, near the Iranian border. The independent Azerbaijani news website Trend confirmed the report.
Those reports came just days after the Pentagon confirmed that an unusually large fleet of US warships had indeed passed through Egypt's Suez Canal en route to the Gulf. At least one Israeli warship reportedly joined the American armada.
Press TV also quoted Iranian Revolultionary Guard Brigadier General Mehdi Moini as saying that the country's forces are mobilised and ready to face Israelli and American "misadventures" near its borders.

The black Lib Dem councillor Shirley Brown convicted of calling an asian a 'coconut'
is not just a racist, she is an exploiter of the multi-cultural system itself.
The debate she was involved in that caused her to call an asian councillor a coconut was one where the asian councillor was demanding cuts in public services being targeted SOLELY AT BLACK AND ASIANS.
The idea that we should be subsidising black and asian only public services, when we are all supposed to be British, equal and public services not delivered in a racist manner - is racism itself.
The role of a councillor we are told by the Equality Commission is to serve ALL racial communities in our country, and thats why they took the BNP to court so that our party constitution allowed us to serve all racial groups equally, but it appears that Shirley Brown was representing the interests solely of her own racial group.
It appears that when a black person councillor is a member of the Lib Dems then it is acceptable for them to represent the interests of their ethnic community, but when whites dare do the same we are called racists.
That is hypocrisy of the highest order.
The other issue is the meaning of the word 'coconut'.
To be called a coconut is racist as it implies an individual is 'brown on the outside but white on the inside'.
The derogatory nature of the term comes from the fact that it implies ;
1) That being called white is somehow derogatory when it is used against someone who is black or asian, therefore implying that whites are sub-humans when compared with blacks and whites
2) That blacks and asians are allowed to represent their ethnic communities, and that if they do not represent their communities they are betraying them. To call and asian or black a coconut is abusive and insulting as it implies they are no longer of that community and are represnting the interests of whites. Note that when whites represent their community they are called racists.
So the law now states that being white means you are a sub human, that being called white is racially abusive and that ethnics are allowed to represent their ethnic communities and whites are not.
The entire system is racist.
Our agenda should not be to change the system.
We must smash it.

Medics are allowed to work even if they speak as little English as many Britons speak Chinese, the chairman of the British Medical Association (BMA) suggested.
He called for tighter regulations to prevent a repeat of the death of David Gray, a pensioner who died after he was treated by a German visiting doctor working his first shift in Britain.

An inquest into the death found that the medic, Dr Daniel Ubani, gave 70-year-old Mr Gray up to 20 times the recommended dose of the drug.
Dr Ubani had previously failed an English test when applying to work in Leeds, but was still allowed to work in the NHS in Cambridgeshire.
In a speech on the opening day of the BMA’s annual conference in Brighton, Dr Hamish Meldrum said that it was wrong that foreign doctors from within the European Union did not face the same scrutiny as British doctors.
He said: “We seem to be able to do little or nothing to check that doctors from overseas – especially from Europe – meet the proper standards of language and competence.”
Although Britain had benefited “enormously” from foreign doctors over the years, he said that the case of Mr Gray “has shocked us all”.
“It cannot be acceptable for poorly trained, badly regulated doctors whose knowledge of English is about as good as my knowledge of Chinese, to be able to practise, virtually unchallenged, in the UK,” he insisted.
But he denied that GPs were to blame after a new contract in 2004 allowed them to opt out of providing out-of-hours care, which led to a surge in overseas doctors travelling to Britain to cover the shifts.
“Some allege that this situation has arisen because of the ability for GPs to opt out of out-of-hours responsibility,” Dr Meldum said.
“This is rubbish.
“It has been caused by under-funding and mismanagement of out-of-hours services by too many Primary Care organisations and by poor enforcement of, admittedly, inadequate regulations.”
He added: “We must ensure that the doctors who treat our patients our competent to do so, and that they have the necessary language skills and that they are subject to the same regulation as UK doctors.”
Doctors from countries outside the Europe can be forced to sit language and competency tests.
But concerns over European laws insisting that doctors from inside the European Union should be treated in the same way as qualified British medics has meant they have not had to face the same scrutiny.
The Government is currently in discussion with the General Medical Council (GMC), the doctors’ watchdog, about how to introduce tighter regulations.
Dr Meldrum said that he believed that the European regulations had been “over interpreted”, and that there was nothing to prevent a system of universal language and competency tests for doctors from the EU, but added that nothing prevented NHS employers from carrying out there own checks.
Although health Trusts can carry out individual tests, MPs warned earlier this year that such checks were patchy.
Niall Dickson, chief executive of the GMC, has previously said that the organisation is “extremely concerned that the current arrangements do not provide patients with the protection they need".
Andrew Lansley, the Health Secretary, said: "We are working closely with the GMC to ensure that foreign healthcare professionals are not allowed to work in the NHS unless they have proven their competence and language skills, and we are currently exploring a number of options to put a stop to foreign doctors slipping through the net."

Standing on their front door step, the Stancius look a close and caring family. The older children pose politely by their parents, Iuri and Lucica, while the younger ones nudge one another and giggle at the sight of the camera.
In the middle of this happy family gathering is Eva, a demurely dressed teenager, her swirling skirt touching her ankles and dark hair pulled back from her handsome face.
Yet appearances are not what they seem. Her father, Iuri, has just returned to the family's humble Romanian home after two years in a British jail.

He was convicted of the most horrible crime imaginable: trafficking his daughter, Eva, into Britain - and then forcing her to become a street beggar.
During the cold winter, the 13-year-old Roma gipsy girl would perch shivering on an upturned plastic bucket outside a Co-op store in Farnborough just a few miles from Slough which has become a magnet for thousands of East European migrants.
There, she begged for money from passers-by, telling them in her pitiful English that she was hungry and cold. If they refused her, Eva often burst into tears.
At the charity shop opposite, the staff felt so sorry they gave her a donated wool coat to wear. The Hot Oven Bakers nearby took pity, too, bringing her cups of tea and sausage rolls.
After five weeks, in January 2008, local police rescued the teenager and put her into state care. Eva's plight was only discovered during a huge police search for trafficked Romanian children in Slough.
Officers raided 17 houses - including the one where Eva lived with a cousin, Claudia Stoica, who distributed the Big Issue magazine, sold on the streets by homeless people.
To their horror, the Scotland Yard officers found that these terrace houses were filled with children who had been trafficked to Britain to beg, pickpocket, milk state benefits and even enter the sex trade.

Their flash cars were towed away by police to Bucharest for forensic analysis. As one Romanian police officer in Tandarei told the Mail this week: 'The gipsy Mr Bigs became a dangerous mafia after Romania became an EU nation.
'These ruthless men have got rich quick buying children from poor gipsies and trafficking them to Britain for fraud and crime.
'The raid was deliberately high profile to send a message to the Roma community that they must stop selling their children to traffickers.'

The trading of children is now so sophisticated that Nicolas, an undercover police agent who infiltrated the Tandarei gipsy gangs, told the Mail that legal contracts are signed between a family selling a child and the trafficker taking control of the youngster.
'It is a formal business arrangement. A trafficker will pay £20,000 for each child because of the huge sums he can get back. He arranges for the child to go for a "holiday" with relatives in England.
'They are smuggled into your country as a visitor and stay in the homes of trafficking gangs in Slough, London, Manchester or any of the big cities.
'The children may be given a false name and bogus birth certificate. Many are moved around the country frequently, using the bogus identity papers to make multiple claims for child benefit.
'The cash each child "earns" is wired back through money transfer offices, Western Union or MoneyGram, to the Mr Bigs in Tandarei,' said Nicolas. The children still keep arriving.
In Slough, 88 youngsters - some of the teenage girls already married and pregnant - turned up on the town council steps in the first four months after Romania joined the EU. They were, apparently, without any adult companions and all were illiterate. And last year alone, the council says 227 children turned up.
Yet, when school started in September, only 55 of the youngsters arrived for lessons. The rest had already disappeared into the network of terrace houses crammed full of child Fagins, just like Eva.
So, what is the truth about this gipsy girl and her family? Iuri, 45, is now a convicted criminal, found guilty of trafficking, child cruelty and exploitation.
His conviction in October 2008 was the first under the Immigration Act 2004, which was aimed at cracking down on people trafficking to Britain. In police statements prepared for Iuri's trial, one Farnborough garage owner said: 'This girl was causing a permanent obstruction outside the entrance to the Post Office, trying to sell the Big Issue for between £2 and £5 each, while begging for spare change from the public.
'She would beg outside the Post Office six days a week Monday to Saturday from 9.30am to 5pm.' It is a version of events that does not tally with Eva's own. She insists that, short of money, she stole a few old copies of the Big Issue from her cousin's house where they were stored.
The police were clearly not so sure. In their search for trafficked children in Slough in January 2008, they took away Eva and nine other youngsters - including a one-year-old - to try to establish if they had been trafficked or badly treated. The rest were later returned to their homes, but the police were so worried about Eva they handed her over to social services.
It was then that Iuri, in Tandarei, got a call from England. 'The social worker told me they had Eva and I should come and get her, saying I could bring her back to Romania and I would not be arrested. But she lied to me.
'At Iuri's trial for child cruelty, exploitation and trafficking, Eva was made to give evidence against him, and he and his three cousins were convicted and jailed. Iuri was sentenced to four years, reduced to two for good behaviour.
He was deported from Britain in February and flew back to Romania on a ticket paid for by the British State. Eva was waiting for him, with the rest of the family. She was also flown home - at British taxpayers' expense - to her mother in December 2008, two months after her father began his jail sentence.
Lucica is still insisting her daughter was not trafficked: 'I have 12 children and may have more in the future. If I wanted a fortune, I would take them all to Britain and say I was homeless.
'I would get thousands of pounds a year in benefits and a big house from your government.' Then she adds with certainty: 'But after what has happened to our family I will never send another child to Britain.'
Of course, with such a cynical view of this country's benevolence to unemployed foreigners, it remains to be seen whether she sticks to this promise.

Standing on their front door step, the Stancius look a close and caring family. The older children pose politely by their parents, Iuri and Lucica, while the younger ones nudge one another and giggle at the sight of the camera.
In the middle of this happy family gathering is Eva, a demurely dressed teenager, her swirling skirt touching her ankles and dark hair pulled back from her handsome face.
Yet appearances are not what they seem. Her father, Iuri, has just returned to the family's humble Romanian home after two years in a British jail.

He was convicted of the most horrible crime imaginable: trafficking his daughter, Eva, into Britain - and then forcing her to become a street beggar.
During the cold winter, the 13-year-old Roma gipsy girl would perch shivering on an upturned plastic bucket outside a Co-op store in Farnborough just a few miles from Slough which has become a magnet for thousands of East European migrants.
There, she begged for money from passers-by, telling them in her pitiful English that she was hungry and cold. If they refused her, Eva often burst into tears.
At the charity shop opposite, the staff felt so sorry they gave her a donated wool coat to wear. The Hot Oven Bakers nearby took pity, too, bringing her cups of tea and sausage rolls.
After five weeks, in January 2008, local police rescued the teenager and put her into state care. Eva's plight was only discovered during a huge police search for trafficked Romanian children in Slough.
Officers raided 17 houses - including the one where Eva lived with a cousin, Claudia Stoica, who distributed the Big Issue magazine, sold on the streets by homeless people.
To their horror, the Scotland Yard officers found that these terrace houses were filled with children who had been trafficked to Britain to beg, pickpocket, milk state benefits and even enter the sex trade.

These are the new "Rotten Boroughs" of multi-culturalism.
The attacks on whites, whilst the reds attack the police, are acts of betrayal.

Some 5,000 people protested in Tower Hamlets east London today, Sunday, against racism and fascism.
The march was organised in defence of the Muslim community. The racist English Defence League (EDL) had claimed it would invade Tower Hamlets to disrupt an Islamic conference.
But strength of the response saw the EDL abandon its plans.
The energetic and exuberant protest saw thousands of young people in particular come out against the fascists.
Today's anti-racist demonstration created a tremendous sense of unity, disproving the police notion that it would cause "trouble". But after the march had ended and most people dispersed, the police stationed groups of officers on either side of the road outside East London mosque. They advised white people not to walk along the road "because of fears about their safety". Such provocative behaviour creates divisions.
Earlier, at the rally, celebrating the success of the march Weyman Bennett joint secretary of UAF told the crowd, “ “The EDL said they were going to show their faces but they were too scared in face of united community
“We say to the EDL: you are not marching in Tower Hamlets, Barking, Bradford or anywhere.
“We keep hearing that the EDL are worried about good versus bad muslims
“But it's not up to the racists to decide who is good or bad. They are Nazis.
"An attack on the Muslim community is an attack on us all.”
The angry and determined protest was called by Unite Against Fascism and United East End and backed by the NUT, CWU, Unison, PCS and Unite unions.
The Council of Mosques, the Muslim Council of Britain and the Islamic Forum of Europe also gave their support, along with the National Union of Students Black Students Campaign and Love Music Hate Racism
At the rally before the march moved off, Diwar Khan, Director of East London Mosque, told the crowd, “We are here today to express solidarity and unity.
"We have different faiths, cultures and lifestyles but we live as one community. We will not allow the EDL to divide us.”
Alex Kenny, NUT east London branch secretary, said, “Whoever you are you will not divide the people of east London.We are a trade union and we defend our communities when under attack.
According to Leon Silver from the East London Central Synagogue, “ I am proud to be an east ender. Our borough is glorious in its diversity and I reject Islamophobia as I reject anti-Semitism.”
Max Levitas was at the Battle of Cable Street 74 years ago. He told the crowd, “I am proud of fact that Tower Hamlets is playing a major part in struggle against racism and fascism.
“The Battle of Cable Street was to ensure fascists could not march.
“We united with everyone and every section of working class played major part in stopping them marching
“Police tried to stop us but they were beaten. Why? Because we stood side by side.
“Cuts in economy will not stop us fighting for jobs and unity of the working class
“Unity to smash fascism. Unity to ensure that the cuts that are coming are not allowed to be carried through to divide us.”
Tower Hamlets councillor Oliur Rahman said, “Residents of the east end are loudly sending a message to the EDL that they will never be allowed into Tower Hamlets.
“To those who called for our march to be cancelled I say you are not doing the movement a favour. People here who voted for you can take that away
John McLoughlin Tower Hamlets Unison branch secretary said, “I remember the dark days in 1993 when nazi Derek Beackon was elected. But our members responded by walking out on strike and in the end we smashed them
“It is not Muslims dividing our community. On Tuesday George Osborne will attack every single one of us.
“We will not let the EDL divide us and we will not let them attack us. The East End united will never be defeated."
George Galloway from Respect said, “The EDL are people who said bring pork scratchings to throw at the council. Yet some pandered to them by getting the islamic conference banned. We asked police to ban EDL coming – the police refused
So we are here in our thousands to ensure these fascist thugs will not pass here in this borough."
On the protest Jeannie a LGBT activist from Bethnal Green told Socialist Worker, "When I saw a rainbow flag on a EDL demo it made me feel sick. These are the same people who beat us up on the street and attack our rights and those of ethnic minorities. They do not represent the gay community. We should remember that the gay movement started at Stonewall – a riot. The gay community should be proud to fight against racism."
Paul Brandon a Unite union rep from Holloway bus garage told Socialist Worker, “You can’t underestimate the importance of a diverse community coming together to stop racist groups whose only aim is to divide.
"The coming cuts to public services also have the power to divide communities and that’s why the issues are linked. That is also why we should join together the fightback. I would urge everyone to come along to the protests against the budget on Tuesday.”
Mohammed Babor Uddin told Socialist Worker, “In 1978 the National Front attacked us in Brick Lane. Now the EDL are trying to do it again. Muslims are their main target, but if you don’t stop them it will be everyone. Tower Hamlets is a multiracial community, it doesn’t matter who you are we all want to live together.”
The rally was also addressed by Motin Uz-Zaman, mayor of Tower Hamlets; Tower Hamlets councillor Abjol Miah; Steve Hart, regional organiser for the Unite union; Hugh Lanning, deputy general secretary, PCS union; Councillor Helal Abbas, leader of Tower Hamlets Council; John Biggs, London Assembly Member; Laura Maxwell, Jewish Council for Racial Equality; Rushanara Ali MP for Bethnal Green and Bow, and Tower Hamlets college lecturer Richard McEwan for the UCU union.

Gangs of youths attacked police officers after an anti-racist march in east London, Scotland Yard said.
Cordons were set up to stop people going up Whitechapel Road because officers feared random attacks on members of the public.
The scenes followed a march, organised by Unite Against Fascism (UAF), that attracted several thousand people.
It was in response to a rally planned by the English Defence League (EDL), but called off earlier this week.
A police spokesman said the UAF rally had been "well organised and well stewarded" but a group of young men gathered outside the nearby East London Mosque in response to rumours the EDL was planning a protest.

"Despite continued excellent attempts by stewards and representatives from the East London Mosque to control the crowds, even placing themselves in danger, there was the risk of serious disorder.

"One member of the public was attacked at random by members of the crowd as those gathered surged up and down the Whitechapel Road.
"In order to prevent injuries to the public and officers, and serious disorder, police withdrew from the immediate area and a series of filter cordons were put in place."
One person was arrested for assault.
A UAF spokesman said about 5,000 had taken part in the march from Stepney to Whitechapel, which its website said was to "counter the threat of the BNP [British National Party] and EDL".
He said: "I heard there were a few nasty scuffles between local youths and police but certainly the demo was very positive and [had] a really good vibe."
The Communists engage directly with the police and attack them at these so called 'anti-racist marches' in order to keep the police out of the way, whilst the Islamists attack local whites and seek to ethnically cleanse their areas.
This is a co-ordinated campaign of ethnic cleansing by the Far Left and their political allies in the Islamist organisations, and it is an attempt to create 'Occupation Zones', where the Islamists and Leftists control the councils, the local public institutions and intimidate the police into silence by screaming 'racism' or 'islamaphobia'.
These are the new "Rotten Boroughs" of multi-culturalism.
The attacks on whites, whilst the reds attack the police, are acts of betrayal.

Some 5,000 people protested in Tower Hamlets east London today, Sunday, against racism and fascism.
The march was organised in defence of the Muslim community. The racist English Defence League (EDL) had claimed it would invade Tower Hamlets to disrupt an Islamic conference.
But strength of the response saw the EDL abandon its plans.
The energetic and exuberant protest saw thousands of young people in particular come out against the fascists.
Today's anti-racist demonstration created a tremendous sense of unity, disproving the police notion that it would cause "trouble". But after the march had ended and most people dispersed, the police stationed groups of officers on either side of the road outside East London mosque. They advised white people not to walk along the road "because of fears about their safety". Such provocative behaviour creates divisions.
Earlier, at the rally, celebrating the success of the march Weyman Bennett joint secretary of UAF told the crowd, “ “The EDL said they were going to show their faces but they were too scared in face of united community
“We say to the EDL: you are not marching in Tower Hamlets, Barking, Bradford or anywhere.
“We keep hearing that the EDL are worried about good versus bad muslims
“But it's not up to the racists to decide who is good or bad. They are Nazis.
"An attack on the Muslim community is an attack on us all.”
The angry and determined protest was called by Unite Against Fascism and United East End and backed by the NUT, CWU, Unison, PCS and Unite unions.
The Council of Mosques, the Muslim Council of Britain and the Islamic Forum of Europe also gave their support, along with the National Union of Students Black Students Campaign and Love Music Hate Racism
At the rally before the march moved off, Diwar Khan, Director of East London Mosque, told the crowd, “We are here today to express solidarity and unity.
"We have different faiths, cultures and lifestyles but we live as one community. We will not allow the EDL to divide us.”
Alex Kenny, NUT east London branch secretary, said, “Whoever you are you will not divide the people of east London.We are a trade union and we defend our communities when under attack.
According to Leon Silver from the East London Central Synagogue, “ I am proud to be an east ender. Our borough is glorious in its diversity and I reject Islamophobia as I reject anti-Semitism.”
Max Levitas was at the Battle of Cable Street 74 years ago. He told the crowd, “I am proud of fact that Tower Hamlets is playing a major part in struggle against racism and fascism.
“The Battle of Cable Street was to ensure fascists could not march.
“We united with everyone and every section of working class played major part in stopping them marching
“Police tried to stop us but they were beaten. Why? Because we stood side by side.
“Cuts in economy will not stop us fighting for jobs and unity of the working class
“Unity to smash fascism. Unity to ensure that the cuts that are coming are not allowed to be carried through to divide us.”
Tower Hamlets councillor Oliur Rahman said, “Residents of the east end are loudly sending a message to the EDL that they will never be allowed into Tower Hamlets.
“To those who called for our march to be cancelled I say you are not doing the movement a favour. People here who voted for you can take that away
John McLoughlin Tower Hamlets Unison branch secretary said, “I remember the dark days in 1993 when nazi Derek Beackon was elected. But our members responded by walking out on strike and in the end we smashed them
“It is not Muslims dividing our community. On Tuesday George Osborne will attack every single one of us.
“We will not let the EDL divide us and we will not let them attack us. The East End united will never be defeated."
George Galloway from Respect said, “The EDL are people who said bring pork scratchings to throw at the council. Yet some pandered to them by getting the islamic conference banned. We asked police to ban EDL coming – the police refused
So we are here in our thousands to ensure these fascist thugs will not pass here in this borough."
On the protest Jeannie a LGBT activist from Bethnal Green told Socialist Worker, "When I saw a rainbow flag on a EDL demo it made me feel sick. These are the same people who beat us up on the street and attack our rights and those of ethnic minorities. They do not represent the gay community. We should remember that the gay movement started at Stonewall – a riot. The gay community should be proud to fight against racism."
Paul Brandon a Unite union rep from Holloway bus garage told Socialist Worker, “You can’t underestimate the importance of a diverse community coming together to stop racist groups whose only aim is to divide.
"The coming cuts to public services also have the power to divide communities and that’s why the issues are linked. That is also why we should join together the fightback. I would urge everyone to come along to the protests against the budget on Tuesday.”
Mohammed Babor Uddin told Socialist Worker, “In 1978 the National Front attacked us in Brick Lane. Now the EDL are trying to do it again. Muslims are their main target, but if you don’t stop them it will be everyone. Tower Hamlets is a multiracial community, it doesn’t matter who you are we all want to live together.”
The rally was also addressed by Motin Uz-Zaman, mayor of Tower Hamlets; Tower Hamlets councillor Abjol Miah; Steve Hart, regional organiser for the Unite union; Hugh Lanning, deputy general secretary, PCS union; Councillor Helal Abbas, leader of Tower Hamlets Council; John Biggs, London Assembly Member; Laura Maxwell, Jewish Council for Racial Equality; Rushanara Ali MP for Bethnal Green and Bow, and Tower Hamlets college lecturer Richard McEwan for the UCU union.

Gangs of youths attacked police officers after an anti-racist march in east London, Scotland Yard said.
Cordons were set up to stop people going up Whitechapel Road because officers feared random attacks on members of the public.
The scenes followed a march, organised by Unite Against Fascism (UAF), that attracted several thousand people.
It was in response to a rally planned by the English Defence League (EDL), but called off earlier this week.
A police spokesman said the UAF rally had been "well organised and well stewarded" but a group of young men gathered outside the nearby East London Mosque in response to rumours the EDL was planning a protest.

Prominent experts in Britain have warned that the coalition government's budget would hit the poor harder than the rich.
Leading experts on tax and spending from the Institute for Fiscal Studies (IFS) have strongly challenged Chancellor of Exchequer, George Osborne's claims that the budget he delivered was "tough but fair".
Robert Chote, the IFS director said that Britain was facing the "longest, deepest, sustained cuts in public spending since the second World War".
He said, "Osborne and deputy premier Clegg have been keen to describe the emergency package as progressive in the sense that the rich will feel more pain than the poor. That is a debatable claim. The budget looks less progressive - indeed somewhat regressive - when you take out the effect of measures that were inherited from the previous government, when you look further into the future than 2012-13, and when you include some other measures that the Treasury has chosen not to model."
The IFS said its estimates show the poorer families will feel the burden in the second half of the parliament when welfare cuts begin to affect and the two-year increase in child tax starts to vanish.
Yvette Cooper, the shadow work and pensions secretary, affirmed the IFS estimates noting that " George Osborne's budget was a typical Tory budget - unfair and hitting those on lower incomes hardest".
The IFS said the richest 10% would be 7.5% worse off by 2014-15 as part of the coalition government's measures and the poorest 10% would see their income slashed over the next five years.
The IFS director noted that the looming cuts to public services will likely hit pooper households more significantly harder than richer households.

The Labour Party destroyed British communities when they knocked down the extended old white worting class communities that were formed of families all living in close proximity to each other in the 1960's and 1970's.
The Tories destroyed British society and industry in the 1980's and 1990's when they globalised our national economy, opened up Britains borders to cheap immigrant labour and sold off revenue generating national industries.
Now the Tories want to destroy what is left of the white working class communities of Britain.
This time they intend to move in millions of naturalised British from immigrant background living in the inner cities of the South up to white working class communities in the North.
This is like some Stalinist politically correct version of the Great Deportations, enacted in the name and interests of capitalism.
At the same time this plan will destroy what is left of white working class communities based on extended kin networks, thereby ensuring there is no local resistance to more immigration into the UK, at the same time as the plan will destroy settled immigrant communities with their own community centres, youth centres and other government funded politically correct privileges.
We will all be atomised, rootless individuals adrift in Britain as wage slaves, alienated and powerless.
The only way we can save British society is by re-nationalising our national economy and industries.
The only way we can save British communities is to pass laws that allow local people to have priority in housing so creating communities based on extended kin networks that can support each other.
The last thing we need is more insane social engineering projects, that reek of the same insipid megalomania of the idiot socialists in the 1960's.

The coalition Government is drawing up controversial plans to relocate the unemployed to areas of the country where there are jobs, it has emerged.
Work and Pensions Secretary Iain Duncan Smith said he would be bringing forward proposals to make the workforce "more mobile".
The comments, in an interview with the Sunday Telegraph, echo the words of then-Tory minister Norman Tebbit in 1981 when he suggested the unemployed should "get on your bike" and look for work.
Mr Duncan Smith, the MP for Lord Tebbit's former parliamentary seat of Chingford, said ministers wanted to encourage jobless people living in council houses to move out of unemployment blackspots to homes in other areas, perhaps hundreds of miles away.
He insisted millions of people were "trapped in estates where there is no work" and could not move because they would lose their accommodation.
The proposed scheme would allow them to go to the top of the housing list in another area rather than giving up their right to a home.
'We have over the years, not us personally but successive governments, created one of the most static workforces in the western world,' Mr Duncan Smith said.
'In Britain now we have workforces that are locked to areas and the result of that is we have over five and a half million people of working age who simply don't do a job.
'Often they are trapped in estates where there is no work near there and - because they have a lifetime tenure of that house - to go to work from east London to west London, or Bristol, or whatever is too much of a risk because if you up sticks and go you will have lost your right to your house.
'The local council is going to tell you that you don't have a right to a house there, the housing association is not going to give you one.
'We have to look at how we get that portability, so that people can be more flexible, can look for work, can take the risk to do it.'
The coalition is believed to be looking at providing incentives for workers to relocate, rather than compelling them to move.
'Sometimes they may be lucky because work comes to those areas, we can reinvigorate it by regional tax reductions, so that's all right where there are old coal mines and things, but you also need to have an element of flexibility.
Sometimes you just need to be able to move to the work,' Mr Duncan Smith said.
A major shake-up of housing benefit and increased health checks for disability claimants were announced last week as part of the biggest cuts in public spending for decades.
Ministers will unveil measures in the coming weeks to "make work pay", including changing the threshold at which claims are withdrawn so people who take work do not lose all their benefits.
Mr Duncan Smith said there would also be measures to tackle "under occupation" of large council homes.

Muggers blamed for increase in gang rapes

A hardcore of muggers are behind an alarming number of gang rapes in London, according to Scotland Yard.
There has been a group sex attack for every day of the last year - and two thirds of the suspects had convictions for theft and robbery. Half had been involved in street crime in the previous 12 months.

Most of the attackers were aged between 15 and 21, suggesting that the assaults - which mainly took place outside late at night or in the small hours - were an extension of the criminal activities of young robbers.
Scotland Yard is treating the evidence with care because it has sensitive racial overtones. It suggests a disproportionately high involvement of young black or Asian males in group sex attacks and that a high proportion of the victims are white females.
There is evidence that incidence of group rape is rising in other inner city areas of Britain, but little detailed research has been produced.
In the five-month Scotland Yard study, suspects of African/Caribbean appearance were identified in 49 per cent of attacks. A further 13 per cent were committed by men of Indian/Pakistani appearance.
However, many of the attacks occurred in areas with high ethnic minority communities and, police believe, reflected the street population and the lawless activities of a small minority of black youths, many excluded from schools and from dislocated families.
Youths from other ethnic groups, including whites, were involved in the gangs, suggesting that the attacks were linked to overall patterns of youth crime rather than simply race.
Women and girls of white/European appearance accounted for 59 per cent of victims but the sexual violence also heavily affected the black community, with 28 per cent of victims described as African/Caribbean.
About 70 per cent of victims were attacked in "outdoor locations", often near main roads.
Half the victims were under 21, with 75 per cent under 30. More than half the assaults involved three or more attackers.
Scotland Yard has been concerned for some time about "group rape", which began to rise in 2001, along with street crime. The Yard does not use the term gang rape, arguing that this falsely suggests the crime is linked to clearly-defined youth gangs.
Police believe that disrespect for women, who are often known to the attackers, and ignorance of what is "right and wrong" in sexual affairs, lie at the heart of the crime.
The difficulties for the police in securing a conviction in these cases include finding evidence to support the victims' claims, or disproving defences of consent.
However, Det Chief Insp Stuart Macleod, of the Met's Operation Sapphire, which deals with crimes of sexual violence, said: "We are in the business of encouraging people - women and, at times, men - to report rape. It is immensely difficult.
"The common sense approach is that someone would be unlikely to come forward and report rape, and go through the ordeal than can be involved, if they are not telling the truth. We start from that premise."

This week, I chaired a discussion show on Channel 4. The current affairs department had commissioned a small independent company, Laurel Productions, to make a 30-minute documentary on young people's sexuality.
The programme drifted into dangerous territory: gang rape. And it stated that juvenile blacks were the biggest culprits. Black youths aged 12-17, the programme tried to establish, are responsible for the rape of black girls. A trawl through the courts revealed that, in 80 per cent of the cases of gang rape, the defendants are black. The victims did not appear but actors were used for reconstruction, which only served to heighten the drama.
Further, it portrayed most of the cases taking place on my home turf, Brixton. Young women were hijacked from bus stops, taken to homes or to filthy common spaces on council estates and raped time and time again. One girl claimed that she was unable to walk for a month thereafter.
Laurel Productions spared no detail. This is the most delicate area of race relations imaginable. The producers could have made a different programme, perhaps on gang rape in general, without focusing specifically on blacks. They chose not to. They went in our faces, as it were, and the programme and the producers were perfectly entitled to go down that road.
Channel 4, finding that it now stood knee-deep in controversy on race, called me in to chair an impromptu discussion on the programme and invited a former commissioning editor, Farrukh Dhondy, to be the executive producer. The participants were a small, tight group of the black intelligentsia in the main plus a representative of the offending programme who could not be blamed if she thought that Channel 4 had thrown her to the wolves.
Chris Boothman from the Commission for Racial Equality was the wolf in chief. He was supported by Tony Sewell, columnist of the Voice, and, albeit more gently, by Donu Kogbara, a freelance journalist who felt that a black independent should have made the programme.
The other women in the discussion, young Caribbeans, would not have any of it: they rejected the arguments that the programme would send out the wrong signals to the white community, that it was a smear and that it was atypical of the hundreds and thousands of young blacks who did not rape.
By the end of the evening, the entire panel seemed to agree that Channel 4 was right to show the film; there were still arguments over how it was made but these were mere quibbles.
I had three very specific interests in all this. First, I have often championed the cause of young blacks over the years. Second, I am the father of a juvenile. Third, I live in the heart of the black community in Brixton and I am very likely to see the parents, the victims and the convicted rapists in the course of any week. Nevertheless, I say: broadcast and be damned. As readers of this column know, I give little quarter to those who beat the racial drum. I expected huge opposition to my views. It has not materialised.
Anyone who is bringing up children in the inner city, particularly if they are male, will face the absolute horror of what their lives are and will be. They will face death by the blade or the gun. Muggers blamed for increase in gang rapes

A hardcore of muggers are behind an alarming number of gang rapes in London, according to Scotland Yard.
There has been a group sex attack for every day of the last year - and two thirds of the suspects had convictions for theft and robbery. Half had been involved in street crime in the previous 12 months.

Most of the attackers were aged between 15 and 21, suggesting that the assaults - which mainly took place outside late at night or in the small hours - were an extension of the criminal activities of young robbers.
Scotland Yard is treating the evidence with care because it has sensitive racial overtones. It suggests a disproportionately high involvement of young black or Asian males in group sex attacks and that a high proportion of the victims are white females.
There is evidence that incidence of group rape is rising in other inner city areas of Britain, but little detailed research has been produced.
In the five-month Scotland Yard study, suspects of African/Caribbean appearance were identified in 49 per cent of attacks. A further 13 per cent were committed by men of Indian/Pakistani appearance.
However, many of the attacks occurred in areas with high ethnic minority communities and, police believe, reflected the street population and the lawless activities of a small minority of black youths, many excluded from schools and from dislocated families.
Youths from other ethnic groups, including whites, were involved in the gangs, suggesting that the attacks were linked to overall patterns of youth crime rather than simply race.
Women and girls of white/European appearance accounted for 59 per cent of victims but the sexual violence also heavily affected the black community, with 28 per cent of victims described as African/Caribbean.
About 70 per cent of victims were attacked in "outdoor locations", often near main roads.
Half the victims were under 21, with 75 per cent under 30. More than half the assaults involved three or more attackers.
Scotland Yard has been concerned for some time about "group rape", which began to rise in 2001, along with street crime. The Yard does not use the term gang rape, arguing that this falsely suggests the crime is linked to clearly-defined youth gangs.
Police believe that disrespect for women, who are often known to the attackers, and ignorance of what is "right and wrong" in sexual affairs, lie at the heart of the crime.
The difficulties for the police in securing a conviction in these cases include finding evidence to support the victims' claims, or disproving defences of consent.
However, Det Chief Insp Stuart Macleod, of the Met's Operation Sapphire, which deals with crimes of sexual violence, said: "We are in the business of encouraging people - women and, at times, men - to report rape. It is immensely difficult.
"The common sense approach is that someone would be unlikely to come forward and report rape, and go through the ordeal than can be involved, if they are not telling the truth. We start from that premise."

This week, I chaired a discussion show on Channel 4. The current affairs department had commissioned a small independent company, Laurel Productions, to make a 30-minute documentary on young people's sexuality.
The programme drifted into dangerous territory: gang rape. And it stated that juvenile blacks were the biggest culprits. Black youths aged 12-17, the programme tried to establish, are responsible for the rape of black girls. A trawl through the courts revealed that, in 80 per cent of the cases of gang rape, the defendants are black. The victims did not appear but actors were used for reconstruction, which only served to heighten the drama.
Further, it portrayed most of the cases taking place on my home turf, Brixton. Young women were hijacked from bus stops, taken to homes or to filthy common spaces on council estates and raped time and time again. One girl claimed that she was unable to walk for a month thereafter.
Laurel Productions spared no detail. This is the most delicate area of race relations imaginable. The producers could have made a different programme, perhaps on gang rape in general, without focusing specifically on blacks. They chose not to. They went in our faces, as it were, and the programme and the producers were perfectly entitled to go down that road.
Channel 4, finding that it now stood knee-deep in controversy on race, called me in to chair an impromptu discussion on the programme and invited a former commissioning editor, Farrukh Dhondy, to be the executive producer. The participants were a small, tight group of the black intelligentsia in the main plus a representative of the offending programme who could not be blamed if she thought that Channel 4 had thrown her to the wolves.
Chris Boothman from the Commission for Racial Equality was the wolf in chief. He was supported by Tony Sewell, columnist of the Voice, and, albeit more gently, by Donu Kogbara, a freelance journalist who felt that a black independent should have made the programme.
The other women in the discussion, young Caribbeans, would not have any of it: they rejected the arguments that the programme would send out the wrong signals to the white community, that it was a smear and that it was atypical of the hundreds and thousands of young blacks who did not rape.
By the end of the evening, the entire panel seemed to agree that Channel 4 was right to show the film; there were still arguments over how it was made but these were mere quibbles.
I had three very specific interests in all this. First, I have often championed the cause of young blacks over the years. Second, I am the father of a juvenile. Third, I live in the heart of the black community in Brixton and I am very likely to see the parents, the victims and the convicted rapists in the course of any week. Nevertheless, I say: broadcast and be damned. As readers of this column know, I give little quarter to those who beat the racial drum. I expected huge opposition to my views. It has not materialised.
Anyone who is bringing up children in the inner city, particularly if they are male, will face the absolute horror of what their lives are and will be. They will face death by the blade or the gun. Nearly half of all victims of racially motivated murders in the last decade have been white, according to official figures released by the Home Office.
The data, released under Freedom of Information legislation, shows that between 1995 and 2004 there have been 58 murders where the police consider a racial element played a key part. Out of these, 24 have been where the murder victim was white.
The disclosure will add to the intense debate over multiculturalism in British society. The figures also overturn the assumption that almost all racial murders are committed against ethnic minority victims.
Senior police officers have admitted that 'political correctness' and the fear of discussing the issue have meant that race crime against white people goes under-reported. One chief constable has claimed that white, working-class men are more alienated than the Muslim community.
Peter Fahy, the Chief Constable of Cheshire and a spokesman on race issues for the Association of Chief Police Officers, said it was a fact that it was harder to get the media interested where murder victims were young white men.
'The political correctness and reluctance to discuss these things absolutely does play a factor', he said. 'A lot of police officers and other professions feel almost the best thing to do is try and avoid it for fear of being criticised. We probably have all got ourselves into a bit of state about this.
'The difficulty in the police service is that the whole thing is being closed down because we are all afraid of discussing any of it in case we say the wrong thing - and that is not healthy.'
Racial violence in Britain has become the subject of intense scrutiny since the public inquiry in 1999 into the murder of black teenager Stephen Lawrence. Most of the high-profile cases of hate crime have been focused on young blacks, including Damilola Taylor and more recently Anthony Walker, who was murdered with an axe at a Liverpool bus stop by white youths.
Yet these latest official figures give the most complete picture of racially motivated murders in the UK, revealing the situation to be much more complex. In March 2004 a white Scottish teenager, Kriss Donald, was bundled into a car while walking in the Pollokshields area of Glasgow. He was later beaten, stabbed 13 times, and set on fire. British Pakistani Daanish Zahid was found guilty by unanimous verdict of the charges of racially aggravated murder.
In the same year Christopher Yates, 30, a white man, was beaten to death in an assault by a group of drunken Asian youths as he walked home in Barking, east London.
Politicians and the authorities often face difficulty in raising the issue of racial attacks on white victims for fear that far-right extremists will try to exploit such events to stir up racial tensions.
Fahy also warned of caution in over-interpreting the figures. He said that the 24 white victims also included those who were Jewish, 'dark-skinned' Europeans or gypsies. In addition, seven of those were killed by white attackers, four by black, six by Asian, with seven whose racial background was not identified.
Police have suggested that some white-on-white killings may be a result of attacks between Scots, English, Irish and Welsh people.
Overall, there have been 10 black victims and 16 Asian victims. Of the 58 race murders, 18 have been where a white attacker has killed a black or Asian individual and another 14 where one member of a minority group has murdered another for racial reasons.
'This shows the complex society we are policing,' said Fahy.
'I will be honest with some of this discussion about the alienation of Muslim people. Police officers would tell you there are a lot of young people out there who feel alienated.
'There are a lot of young white working-class lads, particularly on the more difficult estates, who are hugely alienated. Yet very little attention is given to that.
'Sometimes we forget that ethnic minorities actually make up quite a small percentage of the population.'
Three years ago Phil Woolas, MP for the Oldham East and Saddleworth constituency, who is now Minister for Community Cohesion, said 'political correctness' was stopping racism against white people from being condemned. As a result, he said, attacks on whites by black and Asian people are not criticised by politicians and could harm race relations in Britain.
This weekend Woolas refused to comment, but a spokesman for the Department for Local Communities and Government said: 'Racially motivated crime is wholly abhorrent, whatever the background of the victim.
'This government has worked hard to improve the investigation and prosecution of these crimes across all ethnic groups.'
In 1999 the Commission for Racial Equality published a report that concluded that most racial crimes were committed against white people, although it pointed out that at the time white people made up 94 per cent of the population and that, proportionally, black and Asian people were still far more likely to be victims of race attacks.
The report suggested that white people might also be more likely to report a crime such as a street robbery carried out by a black person as a racial incident.
A spokeswoman for the CRE said the Home Office figures raised some interesting issues but she did not want to comment further until the data could be properly analysed.

The disclosure, days before the release of the findings of the Stephen Lawrence inquiry, will provoke intense debate over Britain's future direction as a multicultural society.
The Commission for Racial Equality, which has produced the report, called for detailed government research into the nature of racist attacks on white people.
CRE chairman Sir Herman Ouseley said: "It would be irresponsible for us to not try to take this on head-on and understand it better."
He said: "It's absolutely clear in our view that you can be black and racist. Clearly the evidence we have shows that this is not just a white problem."
The CRE report, called Racial Attacks and Harassment, records that 238,000 white people told researchers they had been victims of a racial offence in a 12-month period, compared to 101,000 Asians and 42,000 blacks.
Race experts believe that many of the white victims could be Jewish, Irish or from other European minorities.
Other incidents result from tensions between the English, Welsh and Scottish, which are increasingly seen as racial.
It also believed that some white victims of crimes such as street-robberies, where a disproportionate number of offenders are black, are reporting the incidents as race attacks.
Sir Herman said that the "white" category was "very broad" and that it did not necessarily follow that a white victim had been racially abused or attacked by someone of a different skin colour.
He said: "It is easy to put interpretations which are not accurate onto figures, and at the moment the figures are a bit too bald."
The CRE report, which draws on a wide range of government and academic research studies, comes as local authorities across England and Wales are conducting audits of race attacks.
Bradford Metropolitan District Council reported last month that police records of racial attacks showed that 52 per cent of victims were white, 9 per cent black and 35 per cent Asian. Suspects were described as 50 per cent Asian, 37 per cent white, 2 per cent black and 11 per cent unknown.
The CRE report points out that, because of their smaller numbers, members of minority ethnic groups are still far more likely to be victims of racial attacks than whites.
Some 8 per cent of Pakistanis reported being victims in a year, compared to 5 per cent of Indians, 4 per cent of Caribbeans and 1 per cent of whites.
The CRE report coincides with findings published today by the Institute for Public Policy Research showing that, as Britain has become more multiracial, parts of the white population have grown defensive and insecure.
Yasmin Alibhai-Brown, author of the IPPR study, states: "Increasingly, white people of all classes are feeling deep anxieties about the loss of white identity as we go into the next century and into further integration with Europe."
IPPR research in the inner London district of Somers Town, found the five most common words used by whites to describe neighbouring Asians were "scroungers", "dirty", "animals", "pigs", and "not British".
In response to such attitudes, eight young Asian men told the IPPR that they "would retaliate with physical force if they were provoked" and that they "hated these whites". Five said they had attacked white boys and would do so again.
Even in the more affluent London borough of Richmond and Hounslow, researchers found that "some black and Asian families had developed a hatred for white people".
Partly as a result of this, some whites now say they have been victims of racial offences.
But other white victims will be Irish, Jewish, gypsies and travellers, English settlers in Scotland, and Scottish settlers in England. Dane Kim Stevns-borg came to live in England because he was so impressed by the hospitality he received as a visiting football supporter during the Euro 96 tournament.
But in October he took his Sheffield employer to court for racial discrimination after his supervisor repeatedly referred to him as a "Danish bastard".
A report next week by the Refugee Council will show that the latest people to be targeted by racists in Britain are newly-arrived Kosovan refugees.
Rachel Rees, of the Refugee Council, said many Kosovans in Dover are too frightened to speak publicly in their native language in case they are attacked by racists. One elderly couple were forced to flee their home after a brick was thrown through their window.
Meanwhile the IPPR study reveals evidence of discord between some members of different Asian communities.
The research indicates that Britain is following America's path towards a more segmented society. Ms Alibhai-Brown said years of government inaction had inhibited integration and called for a national strategy of multiculturalism to bring the British public closer together.

No mention of the fact that white women are disproprionately the victims of rape by blacks in Lodon, nor that in London the amount of sex attacks against black females by white males is virtually zero.

The official figures, which examine the ethnicity of those accused of violent offences in London, suggest the majority of men held responsible by police for gun crimes, robberies and street crimes are black.
Black men are also disproportionately the victims of violent crime in the capital.
The statistics, released by the Metropolitan Police, permit an informed debate on a sensitive subject for the first time.
One prominent black politician said that the black community needed to face up to major challenges.
Shaun Bailey, a Tory election candidate in London and a charity worker, said: “The black community has to look at itself and say that, at the end of the day, these figures suggest we are heavily – not casually – involved in violent crime. We are also involved in crime against ourselves – and we regularly attack each other.”
The data provide a breakdown of the ethnicity of the 18,091 men and boys who police took action against for a range of violent and sexual offences in London in 2009-10.
They show that among those proceeded against for street crimes, 54 per cent were black; for robbery, 59 per cent; and for gun crimes, 67 per cent. Street crimes include muggings, assault with intent to rob and snatching property.
Just over 12 per cent of London’s 7.5 million population is black, including those of mixed black and white parentage, while 69 per cent is white, according to the Office for National Statistics.
The police figures also show that black men are twice as likely to be victims. They made up 29 per cent of the male victims of gun crime and 24 per cent of the male victims of knife crime.
The Met declined to comment on the statistics. However, some officers will see them as a justification for Operation Trident, a unit targeting black-on-black murder and violent crime.
Others will see it as justification for targeting a disproportionate number of black men under stop and search powers. Figures released annually have shown black people are at least six times more likely to be stopped and searched than their white counterparts.
On sex offences, black men made up 32 per cent of male suspects proceeded against, and white men 49 per cent. The statistics also suggest that black women are responsible for a disproportionate amount of violent crime committed by females.
Richard Garside, of the Centre for Crime and Justice Studies at King’s College London, said: “Given Britain’s long history of racism and imperialism it should not greatly surprise us that black and minority ethnic groups are disproportionately members of social classes that have tended to experience greater victimisation and to be the subject of police attention.

The Sunday Telegraph obtained the figures via a Freedom of Information request after Rod Liddle, the writer, caused controversy last year when he claimed in an online blog published on The Spectator website that “the overwhelming majority of street crime, knife crime, gun crime, robbery and crimes of sexual violence in London is carried out by young men from the African-Caribbean community”.
The comments led to claims that Mr Liddle was racist, However, Mr Liddle said: “I cannot think of anything more vile than racism. The issue here is not racism, it is one of multiculturalism.”
The statistics suggest that Mr Liddle was largely right on some of his claims – notably those on gun crimes, robberies and street crimes.
The figures suggest, however, that he was probably wrong on his claims about knife crimes and violent sex crimes.
The figures relate to those “proceeded against”.
This includes those prosecuted in court, whether convicted or acquitted; those issued with a caution, warning or penalty notice; those the Crown Prosecution Service decided not to charge; and those whose crimes were “taken into consideration” after a further offence.
Unsolved crimes are not included.
The figures do not take into account that any one perpetrator may have committed numerous offences .

No mention of the fact that white women are disproprionately the victims of rape by blacks in Lodon, nor that in London the amount of sex attacks against black females by white males is virtually zero.
When black rapists target white women that is not a race crime, when white criminals target blacks, that is a race crime.

The official figures, which examine the ethnicity of those accused of violent offences in London, suggest the majority of men held responsible by police for gun crimes, robberies and street crimes are black.
Black men are also disproportionately the victims of violent crime in the capital.
The statistics, released by the Metropolitan Police, permit an informed debate on a sensitive subject for the first time.
One prominent black politician said that the black community needed to face up to major challenges.
Shaun Bailey, a Tory election candidate in London and a charity worker, said: “The black community has to look at itself and say that, at the end of the day, these figures suggest we are heavily – not casually – involved in violent crime. We are also involved in crime against ourselves – and we regularly attack each other.”
The data provide a breakdown of the ethnicity of the 18,091 men and boys who police took action against for a range of violent and sexual offences in London in 2009-10.
They show that among those proceeded against for street crimes, 54 per cent were black; for robbery, 59 per cent; and for gun crimes, 67 per cent. Street crimes include muggings, assault with intent to rob and snatching property.
Just over 12 per cent of London’s 7.5 million population is black, including those of mixed black and white parentage, while 69 per cent is white, according to the Office for National Statistics.
The police figures also show that black men are twice as likely to be victims. They made up 29 per cent of the male victims of gun crime and 24 per cent of the male victims of knife crime.
The Met declined to comment on the statistics. However, some officers will see them as a justification for Operation Trident, a unit targeting black-on-black murder and violent crime.
Others will see it as justification for targeting a disproportionate number of black men under stop and search powers. Figures released annually have shown black people are at least six times more likely to be stopped and searched than their white counterparts.
On sex offences, black men made up 32 per cent of male suspects proceeded against, and white men 49 per cent. The statistics also suggest that black women are responsible for a disproportionate amount of violent crime committed by females.
Richard Garside, of the Centre for Crime and Justice Studies at King’s College London, said: “Given Britain’s long history of racism and imperialism it should not greatly surprise us that black and minority ethnic groups are disproportionately members of social classes that have tended to experience greater victimisation and to be the subject of police attention.
